Based on conventional wisdom, people tend to think pronunciation, grammar and vocabulary are equally important.
Not true.
The fact is, vocabulary is far more important than pronunciation and grammar, and memorizing new words is the fastest and most effective way to improve your ability to communicate in a foreign language (but not necessarily the best way to improve, say, your test scores).
To illustrate this using an extreme example: Let's say you spend merely a day learning the rules of pronunciation of a new language, and from then onwards learn ONLY its vocabulary (without grammar). Now, if try expressing yourself without conjugation, without tense, without paying attention to any declination whatsoever and apply the word order of your mother tongue… Do you think that a native speaker of that foreign language would still understand you?
Of course yes.
In the "worst case", even if you can't pronounce any word or have no clue about the grammar rules, you can simply write down the direct translation of what you want to express and still be understood.
But what if you know all the right grammar rules and can pronounce every word flawlessly while lacking the necessary words to convey your ideas… Do you think you can communicate as "powerfully" as "the wrong version" in the previous case?
I don't think so.
Simply put, a sentence spoken with an accent and broken grammar is still better than not being able to say it at all.
Now let's look at the effort required for each language component.
Pronunciation is often the easiest part of learning a language. For languages like German and Spanish, maybe an afternoon is enough; for languages like French with many irregular pronunciations, it'd require some more effort.
Grammar is considerably harder and more time-consuming, but unless your goal is to ace language exams, you really don't have to be bogged down in all the small grammar points and exceptions. The most important rules already enable to communicate effectively...
The bottom line is, vocabulary learning will take the absolute bulk of your time.

For example, the french word for "mushroom" is "le champignon". A possible association is to imagine yourself winning a 100-meter race... As the champion (le champignon) standing on the medals podium, you're holding a gigantic mushroom instead of a gold medal...
Don't you think this association is more effective than repeating "le champignon" 10 times to yourself, copy it down 5 times and check to see if you still remember it tomorrow (or next week)?
They do not learn vocabulary SCIENTIFICALLY, thereby wasting MOST of their time and effort eventually. The process of memorizing foreign vocabulary is the process of constantly combating forgetfulness. You must have a proven attack plan to remain victorious against it.
